Barb Farrar- Executive Director

Barb is very excited to work with the board, staff and the community. She has ideas for programs and events that will help the Center support more people and to create more visibility.

Her professional background is in human resources and most recently worked at UW-Parkside. In addition, she have a Masters in Organizational Development and she hopes to use these skills to make the center an even better place to work, volunteer and enjoy as a client.

Barb moved to Kenosha in 2009 from San Francisco and currently reside in Kenosha with her partner Ellen and two pooches. She is currently in the process of starting an orchard and learning how to grow the best peaches in the Midwest. 


Dale Estes- Youth  Advocate

Dale has worked within the LGBT community in Chicago. While he was working in Chicago he was employed at Cook County Juvenile Court prior to moving to Racine to work at the LGBT Center of SE Wisconsin. 

Dale brings with him many years of advocacy work for youth and adolescents who were Victims of Sexual abuse.  He is a strong advocate for individuals who feel they do not feel they have a voice.  


 Mark Hargrove-  Assistant Director

Mark Hargrove loves helping people. It’s one of the reasons he entered the field of social work nearly a decade ago. As assistant director of The LGBT Center of SE Wisconsin, Mark develops programs for youth/adults, plans social and learning events for the community, and engages with volunteers and the communities served by the Center.


Prior to joining The LGBT Center of SE Wisconsin, Mark served as Hall Director at the Milwaukee School of Engineering. The inaugural holder of this position, Mark overhauled the School’s conduct system for nearly 1,000 students, developed programming within the residence halls, and made critical connections among the halls, the Wellness and Counseling Center, and the Office of Public Safety. In his previous work as a therapist at Professional Services Group in Kenosha, Mark provided counseling and therapy services to families and groups in the home, the community, and the schools around Kenosha. His experience also includes working as a family case worker at Head Start, providing counseling services in a residential treatment facility, and doing community outreach for the Kenosha Achievement Center.


Mark is working on his Ph.D. in Social Work from Capella University. He earned his Master’s in Social Work from Loyola University Chicago with a specialization in nonprofit management, and holds a Bachelor of Science from the University of Wisconsin-Whitewater.


Originally from Lake County, IL, Mark resides in South Milwaukee with his partner, Lucas and their fish.




Tabitha Echols - Volunteer Coordinator


Tabitha Echols believes that all people have the capacity to lead, and that leadership should be diverse. That’s what convinced her to apply to the Public Allies Program at Americorps. Officially accepted into the program, Tabby now serves as a volunteer and outreach coordinator for The LGBT Center of SE Wisconsin. In this role, she manages community outreach, provides assistance to the Center’s volunteer community, and supports Center events. 


While she was working toward her undergraduate degree at the University of Wisconsin Parkside, Tabitha worked in the Office of University Development and Alumni Relations, where she helped to plan the University’s 50th Anniversary celebration and its 50th Anniversary Commencement exercises. Tabitha also served in a number of leadership roles for the Black Student Union, including as treasurer, vice president, and most recently as president of the organization. As a longtime volunteer for Habitat for Humanity, Tabby oversaw marketing for the campus community, and helped to build homes in Louisiana, Alabama, and Florida. Tabitha’s other leadership roles included working in the Office of Multicultural Student Affairs as a Peer Advisor where she found her passion for one day continuing student affairs.


Tabby holds a Bachelor of Arts in Communication with a Minor in Studio Art & Public Relations from the University of Wisconsin Parkside. She currently resides in Racine, WI.
